Depends on the context. "Slow" refers to the rate of change. For example, a slow car would most likely be referring to the rate of distance compared to time, aka speed. In another example, "0-60mph in 60seconds? That is slow for a sports car!"... is referring to acceleration, aka the rate at which speed changes over time
