No, they came to seize his notes and lab equipment because Tesla had claimed to have created a death ray with global reach. GPS satellites are in geostationary orbit (~35,000km above surface level), which is high enough in Earth's gravity well relative to the surface that time dilation becomes a factor. GPS location tracking would be consistently off by hundreds of meters if it weren't for corrections using relativity.
