I saw this documentary about geo engineering where they used extreamly long tubes that would pump water from the deep ocean powered by wave energy. The idea is that the surface of the ocean has very little nutrients for micro organism, while the deep ocean has tons of nutrients but no sunlight. You pump the water up where the sun is, you get tons of micro organism which sequester carbon from the atmosphere.

Maybe pollute the ocean with more of the nutrients to grow carbon sequestration algae.

I'm pretty sure most of them would be considered bio-hazards with their diets.
