Lets get one thing straight here. We're talking about 2 things. Hiding secrets from the law, and hiding secrets from random people who want to judge you or hurt you. They're 2 different things but really 2 sides of the same coin. One is being judged by the law of the land, the other is being judged by random peoples personal oral or beliefs. Even if you're following the law 100% there are still reasons to keep secrets. Like if you won the lottery for instance, you might wanna keep your identity private to avoid solicitors or avoid getting robbed. Or if your there's a crazy religious people in your town and you wish to avoid joining their cult. Even on the legal law side of the coin, there's good reasons for privacy. Just because something is a law doesn't make it right and sometimes you need to break the law to do the right thing. Like freeing slaves for instance.

1-If the mass-enlightenment scenario that OP imagines happens, then probably anyone doing this would be VERY suspicious and there would be a lot of extra attention paid to them. So the only possible way anyone could conduct any kind of would be to arrange it before the whole ubiquitous surveillance thing started. But people still could do suicide attacks. And there'd also be a problem of controlling and observing all these bots. We could have all of them flying around in a distributed public network trying to automatically cover everybody. Or just have a few following everybody at all times. So to truly remove all crime from the world, on the everyday persons level you'd still need either super advanced AI (wich also brings in a whole slew of complications) or you'd need to have a huge number of people doing nothing just monitoring other people.
If the technology required to do what OP says develops slowly and mostly publicly then it'll probably be this scenarion (or maybe #3) But if it gets developed mostly in secret. Maybe because somebody saw where it was going and made the project top secret or maybe because somebody at DARPA suddenyl invents the 1 thing required for it, whatever. Then the organisation that holds this technology would be stupid to publicly release it. They'd keep it for themselves and use it. If anyone else had this tech it'd be useless to compete, they'd instantly know each others plans and everything. So if multiple parties emerged with this tech in about the same time frame they most likely merge into a singleton or instantly destroy the weaker side. And the same would happen if anyone discovered the tech afterwards. and so they might :
