Schools and especially universities are the places where the best potential of the country resides - the young, energetic, ambitious, smart types. Many movements have begun there and hence it doesn't take a genius to understand that a tight control over the countries academia will be important. See: all the protests organized by mostly students against the USSR or the Eastern Europe. Also see: Tiananmen massacre. Probably almost every single revolutionary movement can be traced back to academia.

I suspect academics in arts, social sciences etc are not sufficiently grounded in realities and over too much red wine decide that saving the world means burning it down with them lording it over the remains.
