there have been enough warning signals beforehand. they should have closed off the road , but decided against it. construction workers reported a loud snap quite some time before it happened of a failing post tension rod which had to be pre tensioned to compensate for improvised placement of the lifting vehicles, but the on-site engineer/s decided its alright to carry on with the de-tensioning of the top tension rods after removing the lifting vehicles, causing that overloaded tension rod near the support, which was now solely holding on to that side of the bridge since the other post tension rod snapped already to fail as well when they attempted to post tension it.

It's quite difficult to understand why they didn't. Perhaps they had an unexperienced project manager, but even then, I'd assume there are enough checks and balances in the hierarchy to err on the side of safety (and avoiding lawsuits or criminal negligence charges), I'd assume a tensioning snapped cable would be something that would be reported to the company owners in such a small family run business. Perhaps they were under some time pressure contract wise and they thought they could just fix it in a short time without having to go through the process of stopping all traffic.
