Is sexual behavior learned? Let's say a kid grows up in isolation from other humans and animals, will it eventually realize what it means to have sex on its own ("instinctually" or whatever), or does it need to observe the behavior from its vicinity first to get the idea?

He already answered your question (if what he said is true). The next aspect of your question is "can he learn something without being exposed to it?" He'd have to be clever enough to deduce 1) that sex is the reason he exists, 2) orgasms are related to sex and 3) the anatomy of the other gender and with that how intercourse is performed.

Good question. I think that the desire to reproduce is an inherent knowledge that cannot be removed even in as extreme a situation as total isolation. Though it may not be at the forefront of one's mind whilst in isolation, as would perhaps have never met another human. But the knowledge exists deep in the subconscious and will come into fruition upon seeing a human of the opposite sex. I don't think asexuality exists in sexual creatures.

OP's question is similar, you would probably still figure it out, back when sex was a thing only learned in the bedroom, adult men and women who knew nothing about it before and had no experience would figure it out eventually and get going with it. Social isolation for mammals will reduce Lordosis Behavior (body posture for copulation) in Females and Hypoactivity (inhibition of social behavior) in Males. Both sexes can be affected by Lordosis Behavior and Hypoactivity but social isolation tends to correlate with more with the particulars.

Today, a person born with a severe cognitive or genetic disorder still has a relatively fair chance at surviving long enough to reach puberty. That wasn't necesarilly always the case, and probably isn't even true in many places still. I think you misinterpret that user. He didn't claim that they have no sex drive, he's saying natural selection occurs because they're likely to die before they ever survive long enough to produce offspring.
