Tips are welfare for mediocre restaurants. People won't mind paying a higher price for actual good food but if the mediocre places with a ton of crap from Sysco published prices on their menu that actually were high enough to cover minimum wage they would go out of business.

American wages are kept low, you get payed every few weeks or so. When I worked fast food sometimes I'd have to walk home if no one tipped that day. Most money goes to food and rent.

In most places the employer must ensure they get minimum wage even if they don't get enough tips. However, they only need to pay up to the minimum wage. If the server gets more tips than minimum wage the employer only needs to pay a smaller amount. Regardless, the server gets mimimum wage or more no matter what happens.

This does not happen with self-employed servers. Those people work exclusively for tips and there's no employer. The person who owns/runs the establishment allows the self-employed server to serve the public. That usually happens in places that serve alcohol and want hot chicks to work as servers. It is cheaper all around for the business owner.

It is all moot. All of them get state minimum wage, but the employer only needs to reimburse them if they can't get up to minimum wage via tips.

Then, for whatever reason, servers are pissed at customers for not agreeing to this in the form of not tipping/small tip when they agreed to their current situation.
