I don't find it that odd or suprising, that's how politics works - see for example the political science book the dictator's handbook.
Both in authoritarian or democratic context a leader needs to accommodate their supporters, for the dictator that's usually the military and party members, for the democrat that would be the voters and - I would argue - certain cooperations
