The Bill of Rights says you can own and bear arms. It doesn't say you can take them whenever you want, whenever you want. It's no different than a bank or supermarket banning guns.

Public universities are *not* government controlled, they are only government funded. So there is no basis for restricting constitutional rights on those grounds.
