the point was that heirarchy naturally leads to authoritarianism, regardless of who occupies the highest rungs of the heirarchy.
He was a socialist warning other socialists about the dangers of the then dominant strain of socialism, vanguard socialism.
His popularity outside of socialist circles emerges from the ruling elite pushing the narrative that a) he is saying socialism or communism inherently lead to authoritarianism and b) that if you don't live under the kind of oppressive regimes he describes in Animal Farm or 1984 that you are not oppressed
His notion of the authoritarian states is fairly unsophisticated, although ideas like winstons sincere engagement in the 2 minutes hate show more nuance, and this is useful for those in power to say 'we're not authoritarian, we haven't put telescreens in your hourses!'
