They were. 1914 they had the 3rd largest economy. At the pace it was progressing and growing, we would probably live something like 50 years in the future by now. Without having a huge colonial empire. Sooner or later, they would have dominated Europe and very likely defeated Russia as their sole competitor. With the combined forces of the Russian and German empire, nothing in the world could possibly have stopped them.

This is why Britain, France and Russia were planning to tackle Germany long before WWI.
