They wore more clothing including some type of trousers in their northern provinces. Germania, Gaul, Pannonia, Dacia, Britain, etc...got cold as fuck in the falls and winters.

It wasn't until I think the third or fourth century that pants were commonly worn by the Legions because it was considered unfashionable and barbaric to wear pants. Usually to keep themselves warm they just wore more layers of clothing underneath their armor and not pants.
