Depends upon what kind of actor.

If you're going more theatre, then hold off on tattoos as roles may have scenes and costumes where you are half naked. Many times, tattoos are seen as costly to the production company as they have to purchase makeup to cover up the tattoos.

Now if you're making small budget movies, probably same boat.
