Stalin didn't hate nationalism, though.

He was basically a Russian supremacist but he did declare to be against nationalism. Just commie things.

Lenin and the Old Bolsheviks declared to be against nationalism, Stalin himself abandoned most of those tenants when he shot the Old Bolsheviks.

A central part of Stalinism is the country, that's why it's called "Socialism in One Country," and a chief aspect of it is Soviet socialist patriotism, or "Soviet nationalism."

So, he singled out the Tatars because he viewed them to be against the "Soviet" people, not the "Russian" people. Stalin, himself, was a Georgian.

In the same sense Napoleon was Italian. Stalin changed his name to a Russian one and the entire USSR underwent severe russification under him.

This may have been a consequence of Russian nationalism working its way into the party, however.

Stalin published "Marxism and the National Question" in 1919 and was a proponent of korenizatsiya, the policy of "derussifying" indigenous peoples, earlier on.

Later on in his reign, especially after WW2, Stalin seemed to appeal to nationalist sentiments in the Russian population much more. This is evidenced by making Russian mandatory in all schools and so on.

So, I do believe that Russian nationalism had creeped into his specific form of Soviet nationalism, but I don't think that he separated the two in his own mind.
