After the Winter war between Russia and Finland, which Finland won, they made a military alliance with the Germans to stave of further Russian attacks. The Germans were happy enough to have someone that did not want to fight thenm after they picked a fight with Britain, America and the USSR, and never really had a chance to take over or "purify" the country, due to having bigger problems to deal with.

Finland held off Russia and is a mess of Swampland. Absolutely a nighmare to occupy. Better for Germany to have Finland integrated into a Federation than having to deal with Swamp Khans.
