This isn't multiculturalism. Austria-Hungary was made up of a huge number of ethnic groups dominated by the German and to a much lesser extent the Hungarians. It was a collection of nations held together by an incompetent ruling class that refused to allow peaceful change by the massive Viennese middle-class, instead waiting until 1895 when they gave control of the city that held the Empire together to Christian Socialists.
It was a combination of the socialists racist rabble-rousing, unworkable language laws that they extended only to the ethnic groups that demanded them the loudest (i.e. the eternal Bohemian) and the fact their middle class professionals had given up on the very idea of Austria-Hungary. It could've been possible to save it up until the 1890s, but Joseph was too much of a dinosaur to do anything.
