Here's how it goes:

X amount of people bought houses when they were affordable. Only 10% of X will sell in any given year, and the people they sell to are either old-timers who had a house, techies, or rich Chinese investors. So they can afford insane pricing.

Y amount of people have affordable housing or some sort of rent control so prices can't increase more than Z%. Accounted for.

The rest of the people who are too poor to cover rent either split it with 2-3 people to a room, or they move to Oakland.

This forces poor people out, you have multiple incomes paying for 1br's, etc.

The problem is the housing supply is so limited in SF, that you're only getting a decent place if you have money or go 2-3 to a room.

ALSO, a ton of tech workers work in Silicon Valley but live in SF because they're pieces of shit who think SF is "so trendy lol". And... SV has a limited housing supply because a ton of idiots decided to build it out like low-density exurbs instead of LA-style high density burbs.

Remember, average SF income is for people that work in the city and not live in the city. You need to consider average/median income for the whole Bay.
