i think we're more interested in atmosphere of space (lighting/shape) and the silhouettes that occupy it (furniture/objects), arguably these would contribute more effectively to ones mood rather than painting a dining room red.

My mom had my house repainted sorta like this when I was younger. Our kitchen is fucking periwinkle and our bathrooms are some weird pastel blue. It doesn't look good.

most any color works okay for any room, but the shade is what's really important. people who fall for this psychology meme tend to just pick the brightest, most garish swatch to try and maximize the effect, without paying attention to how it fits with the rest of the room and house.

actually, i take it back. my first priority is to hang your art better, and also find some art you love. finding inspo for hanging art should be simple enough. you need a bit of order and consistency which is lacking due to the hodgepodge of clutter.

also, why is that chair in the corner like that? it's pretty awk. you could move it to the corner where those pots are now and have it facing the table. or if you need it to face the tv... oh nevermind, typing this all out is ridiculous isn't it.

the color is cheerful. you have flowers. you have some nice natural light. a very ikea/budget vibe but you're making the best of it.

visit your local bookstore sometime, you'd be surprised what they have. big cities generally have one or two that specialize in the arts, otherwise your local barnes and noble will do.

if that doesn't work, art museum bookstores generally have nothing but art/architecture/design/photography/fashion books.

oh, or try the library. check out books and take pics of what you like. (if you scan, please be very careful not to fuck the binding)
