I think it is lingerie but it is not cute or sexy- despite trying to be both. The combination of the lace, caging, and random gathered fabric things is over the top and just ugly. The cut of the bra is strange and unflattering. There is also a bulk of fabric at the stomach which is unflattering and unnecessary. Also wtf is with the things on the arms. The colour and mixture between edgy bondage and girly styles is tacky and the whole thing looks cheap and badly made honestly. if you find this sexy, you have incredibly poor and classless taste.
