There's no point to spending the resource on a moon colony, primarily because of advances which made He-3 fall out of favor as fuel. The same resources could be spent on an under-sea colony, without the jet fuel and risks of catapulting shit through the stratosphere.

"That" plan, to move further away from Earth in stages, has now been implemented into the Mars program, to which NASA has recently announced it is dedicating it's full effort, for a successful manned landing in the 2030s. But then, who knows? Maybe we will make further significant advances in propulsion and the next logical target will be automated resource extraction in the main belt, or even Jupiter and Saturn moons.

There's just little point now to moon bases. It's an extra step we now know we don't need.

It's not communism, else there wouldn't be the broad disparity in social classes, as a town full of poor migrant farmers and factory workers 5 miles from a busy highway with thousands of bmws and audis.
