I think people with that sort of logic are retarded. You work some odd jobs, get experience get inspired by something, learn the field then start your own. You don't just ask random people on the Internet what sort of business you should start it makes no sense we don't know you or your skills or experience.
My answer to you is just no. You shouldn't start a small business. You're not qualified or experienced. You don't even have experience in a field you don't even have a field in mind so I'm sure you don't have experience.

Use those skills for passive income. I started out paying 5 a month and 15 a year. Your costs scale with your traffic but earning potential is pretty unlimited.
