Ill fitting pants that looks really cheap. you desperately need another pair. The fact that you had to cuff them and they still sit on your shoes shows this too. Looks like you tried to color coordinate lighter(polka dots at that) blues with the darker indigo of your pants. Doesn't match. Read the color theory in the sticky. Belt is out of place. Shoes dont work here at all. Losing some weight would help

With that said, it wouldn't hurt ya to tighten up a bit and get fit. As for the clothes, I actually like the top. I think it'd be best styled with an A-line skirt or cropped trousers. Can't say I like the bottom half of your outfit (for reasons explained by other anons). Get pants with the correct inseam (should stop right at the ankle), avoid colored belts, and get shoes that are less bowler-esque lol. Also look into accessories. Check out the female threads that occasionally pop up, they can be useful for inspo.

The thin belt doesn't really work. I'm thinking that you're trying to use it as statement because of the bright color? But it ends up just drawing too much attention to the poor fit of the pants. A nice high waisted skirt that goes down to your mid thigh might give your legs some more length. I would look for a heavy material that drapes well and has a good texture.
I would generally avoid tucking your shirt into any pants that aren't more high waisted than what your wearing in the pic. The way your shirt puffs out is not flattering.

It looks like you're wearing joggers, but it could just be the picture. If you are, don't. Pick up some black denim. I also dislike the lines, but if you were wearing long line it could look okay

Generally wearing gym tees and tanks outside of the gym makes you seem needy for attention, so I'd recommend picking up a basic plain black tank, maybe slightly longer but seems fine

Shoes I'd recommend switching out for some black runners I guess, unless you switch up how the pant opening interacts with them

This would be a super basic fit, but fixing small issues is always better than jumping straight into trying to look more 'interesting' or 'out there'

The pants is g star denim project motac's. The lines are stretchy parts which I need because there exist no pants I can fit in to without stretch. Im also 6'5 but my legs are disproportionately long, further adding to the lack of good jeans.
