But you do need to be at a Master's level. The title itself isn't necessary, but Ventus wouldn't be able run around giving people Keyblades.
That said, Riku actually is a Master now, and even though Sora failed the test, he could possibly still do it, same as Terra. But an army of completely inexperienced Keyblade wielders sounds spectacularly useless.
Also, no one's probably taught them the ritual.

Well seeing how he's probably just going to let them borrow some version of his Keyblade with their own personalized Keychain kinda what Sora and Ven did for Roxas and Xion, it wouldn't matter much. I mean he already did this with Young Xehanort.
Though if talking about legit Keyblade wielders on his side atm it's just him, Vanitas and Terranort in some form.
