But you do need to be at a Master's level. The title itself isn't necessary, but Ventus wouldn't be able run around giving people Keyblades.
That said, Riku actually is a Master now, and even though Sora failed the test, he could possibly still do it, same as Terra. But an army of completely inexperienced Keyblade wielders sounds spectacularly useless.
Also, no one's probably taught them the ritual.

Well seeing how he's probably just going to let them borrow some version of his Keyblade with their own personalized Keychain kinda what Sora and Ven did for Roxas and Xion, it wouldn't matter much. I mean he already did this with Young Xehanort.
Though if talking about legit Keyblade wielders on his side atm it's just him, Vanitas and Terranort in some form.

When does the heartless who is the antagonist of KH1 form? Is it later into Terranort's life or right when they do the fusion dance? Do I have to read the nortreports or play DDD to get more backstory on the pre-Org13 guys? I haven't collected them all yet since I haven't played Aqua's story. Yellow eyes and pointy ears symbolize connection to Xehanort.
So yes it's very likely Vanitas is a Nort. We can't see his ears because of his mouth piece but I'm sure they're pointy ears as well

Play BBS or read the Secret Anse Reports from KH2.

Saix' eye color changes from gold during some scenes of 358/2 days HD and some scenes in the KH2 part of the KH 2.5
I really just think it's resolution that changes the shade of the color from yellow to gold. Sometimes amber for some.

If the balance of light and dark is so important why does the chiblade split into unequal parts? If you level up the medal you want to gain the skill using the medal that has the skill as material and see the override ability thing lit up it should work.

On power levels though, why is Vexen treated as such a butt monkey? His boss battles are cool and show what he can do, but he spends his time in the story being made fun of by everyone before being humiliated and brutally murdered by Axel.

The thing with Vexen is that he believes that the number ranking is universal and that he's top 5 by being IV, but deep down knows that there are many members above him in actual ranking since he doesn't go on field missions much and his biggest contribution is the Replica program which hadn't been properly tested yet and ended up being a failure.
