Yeah its good, i consider it a must have, The cities fit well into the game and most of them feel like they should have been there from the beginning NPC pathing works and i havent had any CTD issues with it.
I'd kind of guessed that - from just watching a few videos, I saw that one town was just a spitting distance away from Winterhold, and in much better condition.

Yeah, you're going to face major fps drops in some of the cities. Granitehall in The Reach is probably the worst for it, it looks good but be prepared to face poor performance when you're in it. There's not really much reason to visit them aside from them generally looking quite good, but some of them are along routes to far away cities like Markarth and Riften so if you play for immersion and want a place to stay the night they're useful for that.

Its good, get it along with 13Oranges mods as both dont conflicts. It also ha patch to work with the Notice Board so you can get radiant quests from there to further make them feel alive. I think it works with People of Skyrim as well.

Anyways, if ENB cripples your FPS this much you probably dont want any mods like that city mod. It fills up your already limited ram and will inevitable cause freezes at some point. If you play on a toaster, focus on gameplay mods and then try to add a very light ENB. If you use textures dont go above 512x resolution textures. Better dont use any at all.
Do they even work? Most cart mods skip that because they like to spasm out like crazy. I dont think the card would fit through the towns as many of them have gates you need to manually open

Well, that's disappointing. I really like my ENB, since it makes the world look so pretty...I got a lite texture pack, which is less than 2k, so I should probably be fine. I might downsize my resolution a little too. Still, it seems I might be able to activate only some cities, so I might cautiously use it anyway.
As for the cart mod, it works best without the ENB, and it does nearly run off the road sometimes, but yes, it does work. And it's rather charming - the driver even talks a bit about the surroundings as you ride.
