Yeah, it's not 100% effective. Still pretty nice to be able to wander past enemies, or get a free early backstab when possible. It seems like it helps prevent aggroing for a great deal of PvE enemies.

if you wear ANY armor piece in a slot, you get that slot's flat bonus, irrelevant of the armor piece

70% equip load is the same as 0% other than roll distance
