It's good anytime you need to Fireball a minion in any deck that doesn't care about its opponent's life total.

It's literally just good removal that comes with a condition for the decks it can be used in. There's really no downside to it in, say, Control Warrior.

The only thing that you need to be aware of is to not play it going into fatigue. Otherwise there isn't anything to worry about. For Control Warrior it's just a better Fireball.

here's a cheat sheet from now until end of time

can be tried in new decks without undermining their core strategy
Example: Dr. Boom was a solid sized creature with additional damage, many decks could try and made use of him.

effects are too random to be useful
Example: Flame Leviathan is the same size and cost as Dr. Boom but he can fuck your board position. Complete unpredictability trumps any utility he has. His only use is being a 7/7 mech so that random effects that give you mechs might give you a war golem in the tribe.

Cards that fall in between these extremes may require their own deck but their effects are so pronounced that it makes a viable strategy. Elise and Reno are probably the best examples in this territory.

Based upon these criteria is Y'sharrj a good value (remembering that he has the exact same stat line as common from his own set)? He gets free cards sure, but what 'free cards' can you build your deck around that work towards a winning strategy even if Y'S doesn't show up?

It's pure stall. You've just made a legendary that guarantee's control has a way to fish for two turns before being killed.
