Not necessary. You can get by with both midas and a few lore if you want. You do not need to be fully decked out or even 220 though.

This far on you should have at least full i220 and whatever 230 pieces you can get. For a healer secondaries aren't as important as for DPS and tanks but for example white mage should spec spell speed, scholar crit and so on. Keep in mind that you're raiding to get the gear, so requiring a full set before entering would be retarded.

You don't need a full set of Lore gear, but the more you have, the better. The gear you work toward at endgame is a combination of gear that drops from the Savage raids, and Lore gear that gets upgraded using tokens that drop from the raids (and will later come from hunts and the next Void Ark).

What you ideally want for entry-level raid gear is to have good Lore pieces in as many slots as possible, decent 220 crafted pieces in all your other slots (melded as best as you can manage), and Prototype Midan in the slots where Lore isn't good, crafted is bad, and Prototype Midan is good.

But even that's probably overthinking it, and as long as you're 220+ with a 220+ weapon you're good to go.

If you mean Midas NM, then you won't be able to raid anyway. Start working up to about 220 and make sure you know your class by the time you start raiding. Nobody likes a dead weight.
