It's RNG up until 40 packs, then you're guaranteed one. There's no maximum limit to your standard chance of getting a legendary, which is typically 1/20 but could be 1/1 if you were lucky enough.

Do we know now whether you can do the c'thun buff reliant cards without having c'thun in the deck?

If anyone is wondering, C'thun that is stolen by entomb will not keep its buffs or receive more buffs from cards played by its original owner

It's minimum 1 per 40 packs, it's been verified many times. No ones disputing you can get way more than that ratio. At the moment it seems to be 1 in 20 packs today.

Putting a legendary in your deck won't help that much. Your rare and epics will win you more games. So just make a deck and put an epic in if you can.

A giant paladin or Cthun Priest deck would work with those legendaries.
