yes. weapons drop more commonly than hats, taunts, paints, etc. Don't buy weapons or hats from the mann co store, just keys and mvm tickets.

just buy a couple keys, trade them for metal, then you'll have plenty to trade for all the weapons you'll ever need and enough left over for decent cosmetics
hoping for good weapon drops is not worth it
also you can't get stuff like strange weapons (they track kills) that way

You're supposed to leverage your random drops into buying the items you want. If you take any two weapons that share a class and craft them together you get a scrap. Get 3 scrap together and craft them you get a reclaimed. Get 3 reclaimed together and craft em and you get a Refined Metal. That's the basic unit of trading for most of tf2.
