DCS has no set time period because it was never coherently designed to be one theater. It's just a grab bag of whatever people are willing to develop.

The closest to a set time period comes from back in the LOMAC days when the game was supposed to loosely represent the Georgian conflict, but ever since then that content has expanded in different directions.
