The treaty between Germany and Austria-Hungary and Russia's promise to protect slavic interests in the Balkans were one time deals for that specific situation.

Had there never been an excuse to go to war before 1917 (when Germany projected that Russia would modernize her rail lines) by then then the Schlieffen plan would have been thrown out. Russia would also care a lot less about her alliance with France. If Franz Ferdinand had come to the thrown then war in the Balkans would have become much much less likely since he advocating giving Slavs a bigger a lot more rights as the third part of a three part Austria Hungary Slavic state.
