The way I see it, Skull Face and Ocelot both take a lot of their character and costume design from classic western films. And at least for MGS5, Skull Face wears a classic western villain costume.

Pic related, Skull Face wears shit very similar to Angel Eyes, the villain of The Good, The Bad, and the Ugly.

I think if you had like Skull Face operating a sort of dark reflection of Ocelot, you could do some interesting shit with him.

Interestingly enough you can see more than a bit of Clint in Venom's design and demeanor if you look for it. MGS1/2 Ocelot was basically Lee Van Cleef on PCP.
