you must not understand how competition works: the larger the (playing/competitive/training/whatever) population, the longer the tails are, and the better the players at that extreme far end of the tail. none of that "punish shit players!!!!1111" stuff matters, at worst that would just discourage players from playing. if you want competition you want to have a bigger population, but this is more than just having more people play. it's also having different populations mingle (i.e. international/crossregion play, or just watching/learning from players in different regions) so that you have one big virtual population. this latter is something riot has failed to do.

this doesn't just apply to league, it applies to pretty much any competitive endeavour.
