With his new passive and rylais already being core, I could possibly see "too much health" being an issue with roa.

He needed the sustain and the increased manapool. Now it looks like he might not need as much sustain and roa doesn't help his manapool (if he even needs it anymore)

Health is absolutely useless unless you have resists to back it up. You're going to die regardless if you get jumped on.
