I can't adequately explain what Toby's reasons are for things. All I know for sure is that sparing her brings about the climax of her character arc. That no matter how fearful she is of your safety that in the end, she has to let you go. That it's not right for her to take away your agency and let's you go. On a meta level, this all makes sense, it's like a parallel to game design in general. We must part ways from the safety net of the tutorial and move on to the rest of the game. Though, in light of the other facets of the game, lore in all, it left a pretty wide hole in Toby's writing of her character.

Which kind of sucks, because I like Toriel. You just have these writing issues that convulte the whole thing.
