That's the point dipshit, they were tired of 90% of high level games being trade towers and ignore neutral objectives unless you had nothing better to do. Dragons are now something you can't afford to ignore.

It only spawns once and the buff now makes a person a far stronger split pusher/assassin. Same reason as above: they want to put focus away from mindlessly trading towers in the first 10 minutes.
