Gaster had to have existed in the previous generations of monsters as the scientist who preceded Alphys. And since the photograph in sans room implies sans once knew him he could have existed back then. And the characters are don't stay in one place all the time, Sans and Undyne visit Alphys in Hotland, Alphys visits the dump in in waterfall, Mettaton was apart of Papyrus's Snowdin puzzle, and Asgore is confirmed to visit all areas of the underground. What's the difference between Asgore killing the kids and someone doing it on his behalf? Asgore is the sort who'd feel penitent regardless.
