I don't know why you think tying up half (or 2/3, depending on the fit) of you Rattle funds in a ship that could explode if it got tackled by a neuting Impairor is a sensible idea. The sensible thing to do would be to save up for a t1-t2 fit rattle, then upgrade it to you liking after 1-2 sites. Or just borrow the money and pay them off the next day. All viable rattle alternatives are also faction ships, because good tank, projection and DPS don't come cheap.

Which is a massive difference, especially when you take into consideration that drone aggro will fuck you over massively because you don't have meaty rattle drones. You will probably make money slower than by ratting in something else in some other class of system.

It takes a lot more to kill a rattle than to kill a barely stable domi but I guess there's no point in arguing this because it depends on the situation. My point is that you'll usually be just above the threshold of tanking the site, which will make things hard.
I mean if you want to do it, no one can stop you. But it's gonna be bothersome and possibly counterproductive.
For your original question, there probably isn't a cheap alternative other than a domi because all t1 ships have either tank or projection issues. Could probably go with a Drake if you want to feel even more JUST.

the point of assault frigates, and assault cruisers, you can see it while ratting: those special cruisers/frigates harder to kill that burn towards you, and if there are too many you are eventually swarmed by hostiles at close range
they have (or at least try to have) tank of a class higher, ie frigate -> cruiser, cruiser -> battleship, while retaining the mobility and firepower of their 'natural' class
most of this is made up, having a big tank doesn't mean you are a heavy tackler
