When it comes to war skirmishes, people don't crowd in one area and duke it out like it's some MOBA. Instead, we have a couple of cata chasing stragglers, AoE wizards camping spawn, and you yourself will probably 1 v 1 with some random rival with some intervention by guildmates. Guild wars takes up the whole map most of the time.

All the while, thanks to the limit on characters, unrelated people who are there grinding, questing or just passing by are phased out.
