Haven't they been making starters all have some big flaw since gen 3? I think it's intentional because too many players in Gen 1 would just use Charizard and Blastoise all game long because their stats never fell off and they didn't have to spend time grinding up any other pokemon.

He restores balance and its implied he can do whatever is needed to do so, powers known and unknown.
Aurelion Sol is just a very strong dragon who has limits where as Bard really doesn't
