Except for the part where her one sole job, to heal, is done consistently better by Lucio. The only thing she can do that he can't is rez people (which is an ult and not consistent enough) and boost damage, so unless you have a specific player whose damage is worth boosting, then you play Lucio over Mercy every time (ESPECIALLY on koth).
