I think a large part is getting the right equipment. I don't mean Razer, but the bare minimum should be a wired mouse + decently sized mousemat. Set your sensitivity to something sensible and turn off mouse accel etc. Then you just have to get consistent by playing in the same position forever to get muscle memory down. If you play on a laptop you are majorly fucked, because more likely than not you're moving it around and constantly killing your muscle memory and subsequently your aim.
