How can I make my DD turn bullshittingly fast?

I have the equipment that gives 10% more, and my captain gives 8% more, not counting turning based on steersman level. What other commanders should I be using?

Best meme is not having to dodge at all. If you're set on dodging instead of maxing out the disguise, there's a guy that gives +5% steering but comes with the Agitation buff (+15% aim speed, -10% accuracy). This kills the max range shots accuracy.
