You don't even need to be part of the steamgroup to know that the guide is a lot of hot air. Really, getting a good economy is as simple as building factories in proper RGO provinces, ensuring you're at max bureaucrats, encouraging clerks to increase throughput, making sure to invest in foreign countries and letting the AI go from there. It's not difficult to get over 6k industrial score as the big industrial players. It's not difficult to be that much farther behind as the other major countries.
