They said some abilities are detached from lag prediction of other players.
Normally, what "you" see is what you get, if you hit someone on your screen, then the server makes it so, even if on the other dude's screen, he was already behind cover.
So again, they did say some important abilities are not affected by this, but from experience I can tell that Genji's dash is not one of them. I've dashed through people and was sucked by by the server because it decided I died before pressing the dash button.
TL;DR: Genji's dash ability should be not affected by lag prediction. The moment I press it on my screen is when the server should treat it as already being activated, even if another player hasn't seen me using it yet.
This goes for his reflect ability as well, both are high skill cap super tightly timed abilities that decide between a triple kill and dying in a split second, you can not let some BR with 200 ping overrule your perfect execution because his computer sucks shit.

Huge health and quick ability to heal half of it in the middle of battle, and he can't really do any long range combat, so he's meant to be on the frontline soaking up damage.
