Argonians are allowed since they dont have the stigma around most cities like Khajiits, but people are still mostly prejudiced towards them. Really its places like Windhelm that only allow them to live on the Docks. Solitude has a few argonians that are criminals running around but thats mostly due to Torryg dying and too much focus on the war.
