Because none of the tanks except Rein and Roadhog (and not even him since he doubles as an assassin) are supposed to just sit there and soak damage. She's supposed to disrupt the enemy team just as much as tank.

Unless of course they are programmed to, which I doubt robots constructed for labor purposes would be retrofitted for sexual needs.
If anything, there would be bots constructed primarily for sexual uses; though after the Omnic Crisis I doubt they would be tolerated by humans nor omnics.
