Using basilicom workers outside their job roles is STILL spending the nation's money on personal luxury. She should cook for herself.
Even if cooking for her IS in the job description, then that's no different from a chef and so there would be no problems in hiring one.
Speaking from an accountant's perspective, the only way workers cooking for her could not be painted as wasting national funding is if they cooked for her out of their own free will in spare time before/after work, which I highly doubt.
Far more likely she's just hired a chef.

That's a good point. Given how Kei referred to Uni as a national asset in Re;Birth 2 (haven't played mk2), I'm leaning towards yes, using personal funding would be deemed as wasting national equity.
If this is the case, she's probably not paid at all. This raises the question, though, of how money accumulated by her through questing and monster slaying is classified, since she seems quite happy to use it herself.
You could argue that it's just a disconnect between story and gameplay. I hate it when writers do that, because it's a total cop out.

I got lucky on my first try playing the mod, used Neptune, had Nepgear and Plutia as neighbors, and our Tripartite Planepact dominated the world. Neptune can be pretty good if you last long enough to fulfill the parlor quests so you have access to your cities. At that point Histoire becomes a great buff instead of your lifeline.

Presumably Noire and Uni retain personal funds via a stipend granted by the state, presumably set by Noire in negotiation with Kei. Questing rewards are also kept by the both of them. They bring dividends to the state by their good works, increasing faith not only in themselves.but also to the state they head. You could parlay this into a number of different ways of making money: general sense of safety and well-being brings in immigration and sets the conditions for a functional economy, increasing the employment and tax base; faith in the Lastation state leads to faith in state-run or state-invested enterprise, from which Lastation draws revenues; faith in the strength of the Lastation state and economy allows for a Lastation central bank to issue highly valued bonds, etc.

Certainly, I can see the value in writing off Noire's accumulated equity as goodwill for intangible benefits. That's probably a better explanation than we'll see in the series, so this is now my headcanon.

If Uranus and Uzume were Neptune's predecessors, who was the predecessor of Noire? Or Blanc? We know in Ultradimension that Blanc has been alone for a very long time, hundreds of years if not more, but what about Hyperdimension? Leanbox is too young to have anyone before Vert (as evidenced by her lack of a daydream during VII), but Blanc and Noire's dreams were obviously the memories of the former CPUs of Lowee and Lastation.

All non-mainline games aren't canon to anything besides themselves. They're all self-contained to the point where the fan name for the dimension that NeptuniaU takes place in is "3rd Superdimension" because there's been 2 other Superdimensions previously (HDN1 and Re;Birth1).
