I have read the manga. Pegasus and Marik are good, and I don't really consider Kaiba a villain per se. But Bakura was the smartest villain and got shit done most of the time. He also hardly jobbed as much as other villains. Sure he wasn't relevant in the beginning but it was all buildup and the few scenes he had in DK and BC were very relevant to his character and future plans. Dude was straight up scary as fuck too with his occult deck.
